USAID/Haiti is developing a new Workforce Development (WFD) Activity and, before finalizing the design, it issued a Request for Information (RFI) to gather practical ideas from a wide range of stakeholders inside and outside Haiti. The central goal is to identify innovative, locally grounded approaches that expand access to livelihoods and job opportunities, with a strong emphasis on youth, and to do so in ways that are equitable (reaching underserved groups and reducing barriers to participation) and sustainable (creating lasting pathways to employment rather than short-term placements). USAID is specifically looking for comments and suggestions that can strengthen the activity design, improve development impact, and reflect what is realistically implementable in Haiti given local labor market conditions.
This RFI is meant to bring in perspectives from the private sector, public institutions, development partners, NGOs, industry associations, think tanks, and academic organizations that work on inclusive, locally driven economic growth. USAID plans to use the input to produce a clearer and more effective design document, one that also coordinates well with existing or planned USAID efforts and with other donor programs, while aligning with the Government of Haiti’s priorities. In other words, the RFI is part of an early planning and consultation stage, aimed at reducing duplication, identifying gaps, and surfacing approaches that employers and communities are more likely to support.
A key point is that this is not a funding competition. The RFI does not function as a Notice of Funding Opportunity, Request for Applications, solicitation, or any formal step that would result in an award. USAID stresses that the information in the RFI is essentially a thought piece, and the final program may change significantly during internal design and approval. Submitting a response does not create any agreement with the U.S. Government, does not guarantee any future procurement advantage, and does not create a conflict-of-interest situation for future bidding. USAID also notes it will not pay for the costs of preparing or submitting responses, and that responses will be kept confidential. Respondents should also expect no individualized feedback; USAID will only send an electronic confirmation that it received the submission, with no debrief or follow-up discussion offered through the RFI process.
The practical submission instructions are straightforward and fairly strict. Responses were due by October 28, 2022, at 15:30 Haiti time. Submissions needed to be concise and limited to three pages maximum in 12-point font, with pages numbered consecutively. USAID accepted responses in English, Haitian Creole, or French.
